Short answer
All India Quota (AIQ) seats are the 15% of seats in participating government medical and dental colleges that the Medical Counselling Committee (MCC) fills through online counselling, based on NEET-UG. AIQ seats are domicile free, so candidates from any state can apply. State quota seats are handled by each state's own admission authority, and MCC says it cannot guide candidates on them.
Based on MCC's UG Counselling 2026 Information Bulletin (revised 20.08.2026). The 2027 bulletin hasn't been published yet — rules can change, so check it when it is.
Who this applies to
NEET-UG qualified candidates choosing between MCC counselling and state counselling for MBBS/BDS seats
The rule, explained
MCC conducts online counselling for 15% All India Quota MBBS/BDS seats in participating government medical and dental colleges every year. Open, domicile-free AIQ seats include the 15% AIQ seats of the states.
For state quota seats, and for private medical and dental colleges under state authority, MCC tells candidates to contact the state government/admission authority and the Directorate of Medical Education. MCC's rules (rounds, deposits, exits) are for MCC counselling only.
The Centre and the states share data. After Round 3, anyone whose name is in the allotted list of either the Centre or a state is removed from the All India Stray Vacancy Round.
