Is my state OBC certificate valid for All India Quota MBBS seats?

Previous-year referenceApproved by M.B. Patil Education admissions team, 23 Oct 2026 · source-checked 22 Oct 2026

Short answer

MCC's bulletin doesn't talk about "state" OBC certificates as such. For OBC reservation in All India Quota (AIQ) seats, it asks for an Other Backward Classes – Non-Creamy Layer (OBC-NCL) certificate as per the Central List, issued by a competent authority in the standard format given in the bulletin, with a sub-caste that matches the Central List of OBC. So check that your caste is in the Central List and that your certificate is in this format.

Based on MCC's UG Counselling 2026 Information Bulletin (revised 20.08.2026). The 2027 bulletin hasn't been published yet — rules can change, so check it when it is.

Who this applies to

The rule, explained

AIQ seats follow the Central Government's reservation policy. 27% of seats are reserved for OBC (Non-Creamy Layer) candidates "as per the Central OBC list".

When you report at the allotted college, you must bring an OBC-NCL certificate as per the Central List, issued by the competent authority. The sub-caste should tally with the Central List of OBC, you should not belong to the creamy layer, and the certificate must be in the standard format given in the bulletin.

That format (Annexure 4) is the certificate for OBC candidates applying to Central Educational Institutions under the Government of India. It lists who can issue it — for example a Revenue Officer not below the rank of Tehsildar, or the Sub-Divisional Officer of the area where you or your family live.

State quota seats are a separate matter. For state quota seats, MCC tells candidates to contact the state government/admission authority and Directorate of Medical Education, and says it cannot guide candidates on them.
