Which OBC-NCL certificate format is accepted for NEET All India Quota counselling?

Previous-year referenceApproved by M.B. Patil Education admissions team, 23 Oct 2026 · source-checked 22 Oct 2026

Short answer

For Medical Counselling Committee (MCC) counselling, you need an Other Backward Classes – Non-Creamy Layer (OBC-NCL) certificate as per the Central List, issued by a competent authority. It must be in the standard format given in MCC's bulletin (Annexure 4), and your sub-caste must match the Central List of OBC.

Based on MCC's UG Counselling 2026 Information Bulletin (revised 20.08.2026). The 2027 bulletin hasn't been published yet — rules can change, so check it when it is.

Who this applies to

OBC-NCL candidates claiming OBC reservation in MCC counselling for MBBS/BDS/B.Sc. Nursing seats, such as All India Quota (AIQ) seats

The rule, explained

In MCC's All India Quota (AIQ) seats, 27% of seats are reserved for OBC (Non-Creamy Layer) candidates as per the Central OBC list. You bring the certificate when you report at the allotted college, and you must not belong to the creamy layer to claim this reservation.

The format in Annexure 4 is the certificate for OBC candidates applying for admission to Central Educational Institutions under the Government of India. It certifies that your community is recognised as a backward class under the Government of India resolutions it lists, and that you do not belong to the creamy layer.

The format lists who can issue it: a District Magistrate, Additional Magistrate, 1st Class Stipendiary Magistrate, Sub-Divisional Magistrate, Taluka Magistrate, Executive Magistrate or Extra Assistant Commissioner (not below the rank of 1st Class Stipendiary Magistrate); a Chief Presidency Magistrate, Additional Chief Presidency Magistrate or Presidency Magistrate; a Revenue Officer not below the rank of Tehsildar; or the Sub-Divisional Officer of the area where you and/or your family live.

The annual income/status of your parents in the certificate should be based on the financial year ending March 31, 2026.
