Short answer
The bulletin doesn't tell you whether to opt — it explains what each choice means. If you don't want upgradation (a "Freeze" candidate), you join your Round 1 seat by reporting physically. If you want upgradation (a "Float" candidate), you give your willingness online and don't report physically. If you are upgraded in Round 2, your Round 1 seat is released automatically; if you get no seat in Round 2, you keep your Round 1 seat.
Based on MCC's UG Counselling 2026 Information Bulletin (revised 20.08.2026). The 2027 bulletin hasn't been published yet — rules can change, so check it when it is.
Who this applies to
Candidates allotted a seat in MCC Round 1 (AIQ, Deemed, Central University/Institute, AIIMS, JIPMER, B.Sc. Nursing)
The rule, explained
Float candidates give willingness for upgradation and upload the required documents for online verification by the allotted institute. If the institute finds a problem (blurred copies, wrong certificates, missing documents), you must re-upload corrected documents in time to avoid cancellation of the seat.
You must fill fresh choices for Round 2. If you are upgraded, your earlier seat is cancelled, given to another candidate, and you have no claim over it. That is why MCC advises filling only choices you prefer over your current seat.
Upgradation can continue from Round 2 to Round 3. After the Round 3 result, Float candidates of Round 1/Round 2 who weren't upgraded must report physically at their institute.
What the official document says
They will give willingness for upgradation and will have to upload required documents for online document verification by allotted Institute.
