Short answer
In MCC counselling, it depends on the round: exiting a Round 1 seat is free, resigning a Round 2 seat means losing your security deposit, and a Round 3 seat cannot be resigned at all. Bond amounts and similar conditions for leaving a course are set by states and colleges, not by MCC, and vary from state to state and institute to institute.
These are the rules for MCC's NEET-PG 2026 counselling, which is running now (from MCC's 2026 Information Bulletin). MCC sets the rules again each year.
Who this applies to
Candidates allotted seats in MCC PG counselling (AIQ, Deemed, Central University/Institute and DNB seats)
The rule, explained
You can resign or exit a Round 1 or Round 2 seat within the time MCC prescribes and become eligible for the next round, as per the resignation rules for those rounds. Freeze candidates resign in person at the allotted institute. Float candidates resign online through 'Candidate Login' on the MCC portal. Once you resign, you have no claim on that seat.
Round 1 is a free exit. Exiting in Round 2 is with forfeiture of the security deposit.
Round 3 seats cannot be resigned. Refunds are processed only after all rounds are completed.
Stipend, fees, course duration, bond amount and rural or tribal service conditions may vary from state to state and institute to institute. Check them with the college before choosing a seat.
In AFMS (Armed Forces Medical Services) institutes, Priority III, IV and V candidates (which include civilian candidates) who leave a seat mid-session after the course starts are not eligible for AFMS counselling for three years from the year of joining, and are liable to pay university charges and bond money.
