How MCC NEET (UG) counselling works, round by round

Seats filled by the Medical Counselling Committee (MCC): 15% All India Quota MBBS/BDS seats, Deemed and Central Universities, AIIMS, JIPMER, ESIC and Central-institute B.Sc. Nursing seats — state quota seats follow the state's own counselling rules.

Previous-year referenceApproved by M.B. Patil Education admissions team, 23 Oct 2026 · source-checked 23 Oct 2026

Based on MCC's NEET-UG (MBBS/BDS/B.Sc. Nursing) Counselling 2026 Information Bulletin. The 2027 bulletin hasn't been published yet — rules can change, so check it when it is.

  1. 1

    Round 1

    Who can take part

Candidates who have qualified NEET (UG) and are eligible for the seats they choose. All India Quota seats are domicile free (you don't need to belong to any state). You must register on the MCC website, mcc.nic.in — MCC does not give seats by nomination or manually.

    What you do

    1. 1
Register online and pay two amounts: a non-refundable registration fee and a refundable security deposit. The deposit is refunded only to the account you paid it from, so use your own (or your family's) account.
      Official sources
    2. 2
How much you pay: for 15% All India Quota, Central Universities, AFMC, ESI, AIIMS, JIPMER and B.Sc. Nursing seats it is ₹1,000 + ₹10,000 deposit (UR/EWS) or ₹500 + ₹5,000 deposit (SC/ST/OBC/PwD). For Deemed Universities it is ₹5,000 + ₹2,00,000 deposit for everyone. If you apply for both, you pay only the higher (Deemed University) amount.
      Official sources
    3. 3
Fill your choices of course and college in order of preference — there is no limit on how many — and lock them within the schedule. Choices you don't lock are locked automatically. Once locked, choices cannot be changed, not even by MCC.
      Official sources
    4. 4
MCC allots seats by merit and your choices, and publishes the Round 1 result on its website. If you get a seat, download your allotment letter from the MCC website.
      Official sources
    5. 5
Every candidate who gets a seat — Freeze or Float — must upload clear scanned copies of their documents on the MCC portal within the reporting time. It is a one-time upload for all rounds; MCC prefers that you do it within 2-3 days of the final allotment result.

    6. 6
If you get a seat, decide whether you are a Freeze candidate (happy with the seat, no upgrade) or a Float candidate (you want a better seat in the next round). The choices below explain what each leads to.

  2. 2

    Round 2

    Who can take part

Registered candidates who got no seat in Round 1; candidates whose Round 1 seat was cancelled at document verification (considered with their changed category, if seats are available); Float candidates who opted for upgradation; candidates who were allotted a Round 1 seat but didn't join (free exit); candidates who resigned their Round 1 seat online within the time allowed; and new candidates who didn't register in Round 1 (with full payment of fees). Candidates who have become ineligible because of inadequate documents cannot take part.

    Official sources

    What you do

    1. 1
If you registered for Round 1, you don't register again (this includes candidates who didn't report in Round 1). If you didn't register in Round 1, register now and pay the full fees.
      Official sources
    2. 2
Fill fresh choices and lock them — your Round 1 choices are not used. If you don't submit fresh choices, you are not considered in Round 2 and keep any seat you already hold. If you hold a Round 1 seat, fill only choices you prefer over it: an upgrade automatically cancels your earlier seat.
      Official sources
    3. 3
    4. 4
Upload your documents on the MCC portal if you haven't already — candidates who uploaded them in Round 1 don't upload again. Then decide Freeze or Float for this round.

  3. 3

    Round 3

    Who can take part

Registered candidates who got no seat in Round 1 or Round 2; candidates whose Round 2 seat was cancelled at document verification (with changed category, if seats are available); candidates who opted for upgradation to Round 3; candidates who were allotted a Round 2 seat but didn't join, or resigned, and lost their deposit; and new candidates who didn't register in Round 1 or 2. Candidates who have become ineligible because of inadequate documents cannot take part.

    Official sources

    What you do

    1. 1
If you registered for Round 1 or 2 and got no seat, you don't register again. New candidates register and pay the full fees (registration fee and security deposit). Candidates who resigned or didn't report in Round 2 fill fresh choices and pay the full fees again.
      Official sources
    2. 2
Seats left vacant because Round 2 candidates didn't join or report are added to the seat matrix. Fill fresh choices and lock them.
      Official sources
    3. 3
In Round 3, reserved seats that no eligible candidate of that category is left to fill are converted to another category — for example PwD seats to the same category, ST to SC, SC to UR, EWS to UR and NRI to UR. In Deemed Universities, unfilled NRI, Jain Minority and Muslim Minority seats become self-financed merit seats.
      Official sources
    4. 4
MCC publishes the Round 3 result. After it, physical reporting is compulsory for everyone allotted a seat in Round 3, and for Float candidates of Round 1 or 2 who were not upgraded (they report at the seat they already hold).

    Stray Vacancy Round

    Who can take part

Candidates who register afresh for this round and are not holding any seat. You cannot take part if you have joined or hold any seat, or if you were allotted a seat in Round 3 and did not report. MCC and the states share data after Round 3, and anyone on either the Centre's or a state's list of allotted candidates is removed from this round.

    Official sources

    What you do

    1. 1
Register afresh and fill fresh choices for the Stray Vacancy Round.
      Official source
    2. 2
The round fills seats still vacant after Round 3 and Deemed University seats, and MCC runs it online.
      Official source
    3. 3
The list of candidates allotted in this round is shared with the states, so they are removed from the states' own stray rounds.
