How MCC NEET-PG counselling works, round by round

Seats filled by the Medical Counselling Committee (MCC): 50% All India Quota MD/MS seats, Deemed Universities, Central Universities/Institutes and DNB seats — state quota seats follow the state's own counselling rules.

ConfirmedApproved by M.B. Patil Education admissions team, 23 Oct 2026 · source-checked 23 Oct 2026

These are the rules for MCC's NEET-PG 2026 counselling, which is running now, taken from MCC's NEET-PG Counselling 2026 Information Bulletin (the copy we hold is marked "Draft V10").

  1. 1

    Round 1

    Who can take part

Candidates who have qualified NEET-PG (conducted by NBE) and register on the MCC website. All India Quota seats are domicile free. MCC does not give seats by nomination, manually or offline.

    What you do

    1. 1
Register online and pay a non-refundable registration fee plus a refundable security deposit. The deposit is refunded only to the account you paid it from.
      Official source
    2. 2
How much you pay: for All India Quota it is ₹1,000 + ₹25,000 deposit (Unreserved: UR/EWS) or ₹500 + ₹10,000 deposit (Reserved: SC/ST/OBC/PwD). For Deemed Universities it is ₹5,000 + ₹2,00,000 deposit. If you apply for both, you pay only the higher (Deemed University) amount.
      Official sources
    3. 3
Round 1 shows only clear-cut vacancies (seats that are actually empty). Fill your choices of subject and college in order of preference and lock them; MCC suggests around 30-40 choices. Choices you don't lock are locked automatically, and locked choices cannot be changed or unlocked.
      Official sources
    4. 4
MCC first publishes a provisional result, which can still change, and then the final result. Don't book travel on the provisional result — wait for the final allotment letter, and download it from the MCC website.
      Official sources
    5. 5
Every candidate who gets a seat — Freeze or Float — must upload clear scanned copies of their documents on the MCC portal. It is a one-time upload for all rounds and must be done within 2-3 days of the final allotment, so there is time to sort out any query from the college.
      Official sources
    6. 6
If you get a seat, decide whether you are a Freeze candidate (keep the seat, no upgrade) or a Float candidate (keep the seat but try for a better one in the next round). For DNB seats, the admission fee is collected by NBE, not MCC.

  2. 2

    Round 2

    Who can take part

Registered candidates who got no seat in Round 1; candidates whose Round 1 reserved-category or PwD seat was cancelled at document verification but who are still eligible under their changed category; candidates who joined in Round 1 and opted for upgradation (Float); candidates who took the free exit in Round 1; and new candidates who didn't register in Round 1. Freeze candidates of Round 1 are not eligible.

    What you do

    1. 1
If you registered for Round 1, you don't register again — this includes candidates who resigned or didn't report in Round 1. If you didn't register in Round 1, register now and pay the full fees.
      Official sources
    2. 2
Round 2 shows two kinds of seats: clear-cut vacancies (seats not allotted in Round 1) and virtual vacancies (Round 1 seats of candidates who opted for upgradation). A virtual vacancy is allotted to you only if its Round 1 holder upgrades or vacates it.
      Official sources
    3. 3
Fill fresh choices and lock them. Each round has its own rules: once Round 2 starts, Round 2 rules apply to everyone, even if you were allotted or admitted in Round 1.
      Official sources
    4. 4
MCC publishes the Round 2 result on its website. Candidates allotted a seat report with their original documents at the allotted college.

  3. 3

    Round 3

    Who can take part

Candidates registering for the first time; registered candidates who got no seat in Round 1 or Round 2; candidates who exited with forfeiture in Round 2 (with fresh payment of fees); and seat-holders who opted for upgradation to Round 3. Candidates holding a Round 1 or Round 2 seat who did not opt for upgradation are not eligible.

    Official sources

    What you do

    1. 1
Registration: if you registered before and got no seat in Round 1 or 2, you don't need to register again. New candidates register with full payment of fees; candidates who resigned from, or didn't join, a Round 2 seat pay the fees again.
      Official sources
    2. 2
Seats left over from Round 2 (not allotted, not joined or not reported) are published in the seat matrix. Fill fresh choices and lock them.
      Official sources
    3. 3
In Round 3, reserved seats that no eligible candidate of that category is left to fill are converted — for example PwD seats to the same category, ST to SC, SC to UR, EWS to UR, and NRI/Jain Minority/Muslim Minority seats to UR.
      Official sources
    4. 4
MCC publishes the Round 3 result. After it, physical reporting with original documents is compulsory for everyone allotted a seat in Round 3, and for Float candidates of Round 1 or 2 who were not upgraded.

  4. 4

    Stray Vacancy Round

    Who can take part

Candidates who are not holding any seat: new candidates who did not register in Rounds 1, 2 or 3, and registered candidates who were not allotted any seat in the earlier rounds. Candidates freshly allotted a seat in Round 3 who did not join cannot take part. After the states' Round 3, anyone on a state's list of allotted candidates is removed before the All India stray round is processed.

    Official sources

    What you do

    1. 1
Register afresh (with payment of fees) and fill fresh choices. Your Round 3 choices are not used in this round.
