Each figure is the highest rank given that seat in that round, from the official allotment results. Later rounds only re-allot seats that became free — often one or two — so a small figure in a later round can be a single allotment, not a trend. The seat count under each figure shows how many allotments it covers. What happened last time, not a prediction.
